I would guess most LEOs spend too much time being trained on who they're allowed to arrest. They're, uhm, not always the best at the range. SWAT gets more training with attention to tactics. Maybe more ammo, too.

I live in the California part of America. I can't buy 13 rounders. It sorta explains why those two magazines in the above pictures are different. The handle on the Hellcat isn't very big. The added length in the longer magazine isn't a bad idea unless you really want to make a Hellcat smaller.

All I know is that both of these are 10 rd. The short one came with the gun and one came off the shelf.
