While those groups may not seem impressive compared to how you shoot at the local range, one needs to put it in context, where the sniper may well be: cold/hot, exhausted from lack of quality sleep and carrying gear across rugged terrain, hungry, afraid (every combatant is afraid to some degree...often shielded with bravado), shooting one of our own species, etc. It all adds up to constrain accuracy in combat.

This is "Part 2" of the three-part series. I put an editor's note at the top indicating which one it is, with a link to the previous one. I did not want to "clutter up" the title too much with "part" in it as it's kind of long, anyway. But, I did go back and forth a bit on it before I decided.
