A couple issues.
1 Some places get the Judges Prosecutors and police force they cite for.
2 it’s become a legal system and not a justice system and they throw stuff out doing verbal chess moves the police didn’t do this right or the Prosecutor didn’t do that right
3 relates to 1 police administration has made most LEO’s and agencies from using any physical force at all and why a lot of things that would end early or thugs would get the word “I better not do X,y or z” you wouldn’t have something escalate to an abortion of a shooting incident
