The TALF spy satellite is highly advanced and classified. It has the capability of making low passes into the atmosphere to take close-range pics.

Anni probably sensed a sudden rush of wind as the TALF satellite swooshed by and slingshotted back into orbit. He probably thought it was a sea gull flying by since he was on the beach.
