it should be, everytime a Bill goes back, that when it gets re-introduced, it MUST be read all over again.

there should me no skipping that step.

Yep they do. They did it to us here in Illinois. They couldn't do it on its own merit so attach to a farm bill that is to be voted on today, everyone wants the farm bill so the firearm measures passed as well.
