They did not fail. They willfully denied it when they knew it was true. Both should be held criminally responsible for the world-wide disaster.

Calling it a failure is implying they could have done better. What they did was abhorrent, indefensible, and criminal.

I watched a video last week where a reporter in Hong Kong was asking a WHO official why they failed to heed warnings coming out of Taiwan in November 2019 about the outbreak, and the guy at WHO kept acting like he couldn't hear her, and asked her to go on to the next question, then hung up on her when she persisted.

I saw that interview. He actually hung up 2x when the reporter pushed the question.
