CT Non resident CCW permit issue

Looking to see if anyone else has ran into this issue with CT.

CT states below from an email from DESPP:

Please note: Due to current legislation in CT we cannot accept carry permits from the following states as part of your application:
Alabama - Iowa - Kentucky - Maine - Minnesota - Montana - New Hampshire - Pennsylvania - Vermont - Virginia - West Virginia
IF YOU HOLD A CARRY PERMIT FROM ANOTHER STATE EVEN IF YOU DON'T RESIDE THERE YOU CAN USE THAT PERMIT AS PART OF YOUR APPLICATION. WE ARE SORRY FOR ANY INCONVIENCE.





Second response from the DESPP on why those states permits will not work.


"Theas states are not accepted since they do not conduct a federal fingerprint supported background check prior to issuing a permit. The way our current state statute is structured, we do not conduct a federal fingerprint supported background check; however, we are undergoing reviewed by the FBI after our statute was changed last legislative session and are waiting for approval to begin utilizing their system for background checks. We expect a response within the next couple of months. At that time, we will likely accept carry permits from all 50 states because we will require you to submit a fingerprint card at the time of submitting your application."


When you fill out the CT non resident ccw permit you have to submit an ink copy of a FBI FB-258 finger print card for your background check and sign approval for the fingerprint, background, and nics checks.

I've tried calling DESPP but getting someone on the phone for more information but each menu option sends you to automated voice stating refer to the website.

My AG's office took my finger prints, put them on a card (all electronically) and i was asked how many copies did i want....i said...3...??

i was told by a few people that the electronically taken finger prints are acceptable


i then took 1 card, put that into my application, and took everything to the PD for processing.

the CT permit should have all the forms you need for your permit.

The issue is for a non resident ccw permit you need your home state ccw permit attached to the application. According to the emails from DESPP the above listed states they do not recognize. I fall under those states listed. Getting the finger prints is easy with a simple visit to the county sheriffs department.

I've attached the OSS CT packet. Maybe I'm missing something?

I have a non-resident Montana permit and they ran a complete background on me and took my fingerprints. The hang up might be that Montana allows standard concealed carry without a permit. However, for enhanced carry and non-resident permits, you do have to go through the full background check. The enhanced permit only allows for concealed carry in state offices and buildings. Other than that difference, all other restrictions apply (school grounds, federal buildings, etc).
