Sadly, so few citizens realize that 'ghost' guns have been allowed and legal since the country was founded. Not so much as home built with kits, which are a relatively new thing, but in the actual home built guns. It's been totally legal for a citizen to build a gun for his own use in his own home with absolutely no serial number of any kind, and none required for as long as the builder keeps the gun. If he decides at some point to sell or trade that home built gun, then there are some requirements (some including acquiring a serial number) to do that.

On the other hand, I don't think I had ever heard of a 'ghost' gun (kit or otherwise) involved in any crime until just the past few months or so.
