In most states yes. In Illinois , NO!!!

Forgot a fellow officer friend of mine cut the barrel down to the end of the forearm on a 10 Ga single barrel shotgun. Also reshaped the pistol gripped stock. I shot it a couple of times thought the muzzle blast blew my eyebrows off.

I was wrong. Looks like neither require going to an FFL (except some states… nj is one).
How do they get around that?
