Has the Gear Up promo expired?

I understood that it ended the last day of September.
However, I just received another email selling this promo.

From what I saw, some dealers got the promo magazines and bag shipped to them before launch. So maybe some of them trying to sell that off still. Its still up at SpringfieldPromo, so maybe they still taking entries of the slow-pokes?
