Rich = making more than $50k/year. Remember, "no one making less than $400k/year will pay pay a penny more...."
Its above $400,000. You've used the number that Republicans are using to make you think they care about you and make you care about it. But the new audits are for people making more than $400k. Before this, they had a much lower audit rate than you. And it will more than pay for itself.
If you look, you will find out that you've been lied to. In the same vein, Trump tax cuts for you end this year but high income people get to keep theirs forever. Again, you can check.

The highest rate of audits are for those making less than $20k a year. Don't fool yourself into believing one side is lying or one side is telling the truth. Think about what you see from the three letter agencies of the Federal Bureaucracy for the last couple decades, it doesn't matter what your congressman tells you, its about giving more power and resources to another three letter agency that will do what they want and not what congress tells them to do. They do it cause Congress won't do anything to stop them.
