In the early 1900's the US Army concluded that the M19892 revolver in .38 Long Colt simply didn’t have the power to effectively stop a threat. The Army needed something stronger.

Going from smoke to smokeless was a help and higher pressure. A 45acp at 21k still not much if any difference in pressure of the 2 predecessors.
