How to communicate when there's an internet shutdown?

I came across this interesting article during my daily readings. Another thread on this forum somewhat joked that with certain communication Apps being removed, some might need to communicate with wireless radios with coded phrases. This article lists some alternatives that might be used, if there was an Internet shutdown (either purposely or not), which currently seems to be occurring in the Country of India from time to time. These Apps would need to be downloaded to phones while the Internet was still available, but could then communicate without Internet access via Peer to Peer Networking using Bluetooth, and/or WiFi.

If you physically have a landline, it likely still works. You may not know the number...but it's worth checking with your most recent provider (or whoever runs that stuff for your area currently) to see if the line/signal is still viable.
 
Landline. During the ice storm of '09, the cell towers were down, and no electricity for an entire week, which meant no central heat. Still had water service though👍. My landline, which I still have, worked fine. The only problem was everyone I needed to contact only had cell phones. My mother still had hers of course, but lived 2 hours (when hwy is clear & not icy) away. My landline runs about $20 a month with unlimited long distance. I skip a visit to the local coffee shop or fast food joint and figure my landline charge is covered for the month.

🤔 Now if everyone else (2 of my siblings who live across the state & out of state) would just hook their landlines back up.

I could use the landline to call my elderly mother and drive a couple of miles to the kids. I really enjoy the advantages of modern technology but after the first week I doubt that I would care.
