A couple reasons. The other charges add up to more time. And 2 Prosecutor Discretion! The US Attorney only has so much $$ for charges. Just like in the Federal Prison. Unless there is a larger conspiracy investigation they follow they usually won’t pick up a drug possession or dealing charge against inmates. They save that prosecution $$ for the major dope amounts on 465.

Speaking of conspiracy I have seen a conspiracy charge get slapped in by US Attorneys as an enhancement which use to be an additional 120 months (10 years but the Feds like doing sentences by months)
