Getting the event coordinated and then having the locals cooperate is a great undertaking.
Some years back during the annual Toys For Tots MC Ride, (same route/time for decades) some unlicensed, uninsured resident dimwit drove across the procession of bikes, even though traffic was controlled by barricades and traffic aides and plowed into a rider.

Never had that happen at a Isle of Mann.
 
Get tires with enough side bite and you can get real low. I've scraped my knees a few times as getting under 30* at 130 mph and that was plenty fast enough. About 1k over redline was near 155. I've only done that twice. What a doner!
 
I believe that to accomplish things such as this takes a certain sort of "Lack of Imagination." I suppose if one thought what it would be like to hit the side of a brick building (which I saw one year, during this race) at speeds of around 200 miles per hour. Many would not even attempt to do this. Just an opinion
