A Missouri State Senator has introduced a bill (SB 528) that would establish the Minutemen of the State that could be called into service by the governor with the consent of 2/3 majority of the General Assembly.

I don’t think this bill has a chance of passing but you never know. As a side note, according to MO statutes all able-bodies residents between the ages of 17 and 64 are members of Missouri’s unorganized militia.

Depending on how it's written, is generally what a states National Guard is for. But, there may be and likely is other legalities behind MO's approach too. For one, if part of a state militia, different laws generally apply to and are given to citizens.

Oh it has more than a fair chance of passing. The SAPA is going to pass. We have a super majority here in Missouri. And have for awhile. I think the republicans are going full tilt pro 2A because they know they’ve pulled a lot of Union votes the last 3 cycles thanks to their strong gun rights positions, but they still want to foist right to work on us. Even after they passed it and we overwhelmingly rejected it in a statewide recall vote. I think they think if they go all 1871 gun rights on us we’ll let them slide on RTW. it will probably work too.
 
Dimly remembered, NC initiated some sort of volunteer “state militia” in the early 1990s... I cannot recall what the reason was.
It was unpaid, volunteer/sign up only, more or less intended for former military service members, and had no connection whatsoever to Fed authority for call up.
NC Army Nat.Guard only half-heartedly supported it, and the following governor & administration withdrew support. I think it just fizzled. I never knew exactly what it’s mission, charter or mandate was.
These things can be done, but of course they cannot conflict with federal laws.
Curious to see how MO’s works out, but I suspect it’s breadth & depth will be limited...
