It would be reasonable for cities with major homicide problems to share information about investigative techniques, tactics, analysis, etc. But in order to deal with the homicide rate you must first identify the underlying causes, describe it, and then articulate it so the problem solvers on the street can address it effectively. Accurately articulating the problem is not happening in this politically correct environment because doing so will sound, well, "racist". The truth is that most of the violent crime is being committed by a few very small subcultures where the primary means of social intercourse is violence. Unfortunately, many are minorities. Race hucksters have the microphone but their cause du jour is waning as violent crime rates skyrocket. Cops on the street know what to do if we would unchain them.
