As appalling as this is, many Americans can’t identify New York State on a map and think Belgium and Venezuela are neighbors. Surely we don’t expect our elected officials to be smarter than the average bear?

May I suggest to the comptrollers of the municipalities involved…audit your books.
Every Sister-City program comes with benevolent offer to building stuff and in return a nice percentage goes back into the pockets of the influence peddling sponsors.

And speaking of smarter than the average bear…
In 1990 Chicago city council passed a resolution (short lived) on request of a alderman to honor a notorious and vicious gang leader. Apparently without doing any background or even reading the resolution, it was passed on a majority, a few elected dimwits thought they voted for a longtime legendary Chicago Bears lineman with a similar name. Luckily it was quickly nulled before making it a permanent record in the city annals.
