I think this is a direct result of the proliferation of tactical shotguns, some of which will only chamber mini shells. I think Standard produces a 12 gauge SA that doesn’t have an external mag and will hold 28 mini shells in the tube. It sells for about $1900. My KSG 25 pump holds 25 2 3/4” or 41 mini shells ( 1 3/4”). Aguila makes mini shells and my guess is Federal wants some of that market. I shot a box of them and while the KSG cycled them fine I found them rather unimpressive. I’ll stick with 25 rounds of 2 3/4” or 20 rounds of 3” 00B.
