Prelude to another terrorist attack?

I can't speak for any other National Guard Unit than mine (Colorado Springs).

We had an Armory vault in the supply room. It wasn't any different than any Armory I've ever seen in any active duty unit. As far as I know it was alarmed directly to the police department and every drill our supply sergeant had to collect the bolts from every weapon in the vault and take them to the police station where they were stored in the CSPD Armory.

During the time that I worked there I was not aware of anybody breaking into the armory (building not vault) and certainly no one got into the vault.

It turned out later that our supply sergeant was stealing TA50 and selling it. I never heard who to but all the surplus stores in town didn't pay enough to make it worth risking prison.
 
Or, it is a crime ring or cartel trying to use disguises for looting purposes, and to do illegal activities without being questioned.
