Should there be some movement in the handguard??

Depends on the handguard...if it’s the polymer, there might be a little movement, nothing to be concerned with.

If it's a rail system, then no.

It a new saint victor B5 5.56 . I think it is a rail, has mloks for mounting

Define movement.
The Victor has an aluminum hand guard mounted to the upper, check the mounting screws, they may have loosened up.
