I think Cliff means for congress to codify the specific EOs in question, not a blanket law saying the president can make law.

I believe that voting for the better of two figureheads is why people just don't bother to vote. It just doesn't make much of a difference who wins.
Biden was slammed for the military withdrawal without taking into the account the logistics involved. Trump is in the same trouble for not taking into account the aftereffects of shutting down Federal programs with no thought of the consequences. (US citizens left overseas, for one)
For some reason, by the time a smart, honest American that believes in the Republic of the United States gets elected, they have sunken to the level of the swamp creatures that create the problems. Maybe term limits are the answer, starting at the local level.
