The NRA also offers a Marksmanship Qualification Program that you can start on your own.
It has Qualifications for Pistol, Rifle, and Shotgun.
Each Qualification gives shooting skills development levels in each program.
Normally the Distinguished Expert requires an instructor or NRA member as a witness.
