i blame the state/cities/country for not culling the wild animals, and letting them populate. as much as i blame India for allowing monkeys to run rampant all over the place.
disease carrying animals with the like of rabies, infested with lice, and whatever else, running free.....
have a hard core culling of these "wild creatures", and let them know, who rule.....
