The USN didn't want Cruise (a civilian) by himself, but by seeing the previews it's clear that they computer deleted the pilot in the back-seat that was actually flying the F-18F.

When I looked at the picture it looked like everyone else has hard tops and he's got the
only convertible!

Upon closer scrutiny he seems to be sitting in some kind of tub!

I'm not a fan of Cruise as a person, but it didn't sound like his ego had anything to do with it. I'm pretty sure he is capable of flying an F-18 and the article didn't state that he objected when the Navy said no. Cruise is a pilot and owns some aircraft.
