It was never mentioned publicly, and the two of them denied they were going to do that when Trump said "don't expect the American Tax payers to pick up the tab for your security, like Canada did" (or words to that effect). I actually think that it was their plan all along
, and then later saw that Prince Charles would pick up some of the costs. Then I read that even with this, they would have to cut back on their security detail 
, because it was just too expensive to maintain as is. Heck, I wouldn't be surprised if they probably got assurance from someone in California, that they could bill it to the U.S. (and why not, since the tax payers out there are picking up the tab 
for the homeless and illegals, especially with COVID19 and all). Trump certainly threw a
