I also think part of the executive actions also involve time. If they are in place long enough, they are more difficult to undo. That's why Biden has been actively throwing land mines out there. If he did it closer to the election, they are more easily undone.

Appoint an ATF house cleaner. Let the cleaner do their job. Fire the top 10 levels of management. Maybe more? Problem is getting elected in our current corrupt election process.
