We also need to try to keep our soldiers OUT of harms way as much as possible. Not only because of the end costs of any conflict, but to keep our people from the terrible injuries that some sustain. Even if the V.A. was operating perfectly, everyone would be happy if they had no customers in need of their rehab facilities.
