An amendment must then be ratified by three-fourths of the State legislatures, or three-fourths of conventions called in each State for ratification (= 38 states) as per Article V of the Constitution.
In the U.S., 49 of 50 states require voter approval for the ratification of state constitutional amendments. Delaware is the exception.
I see that 17 states that would easily pass this, but that's not 3/4s.
