It depends on the county you live in. My county Sheriff was very 2A friendly and worked hard to equip all law abiding citizens. It just took 7 months and almost $500 to obtain because of covid and all the state regulations. It was a lot of paperwork and a lot of waiting. IIRC, CA is not reciprocal with any other state.

For CA compliant handguns (On the CA DOJ Roster) they have to pass the drop test ratings for the CA DOJ, has to have a magazine disconnect, and a loaded chamber indicator, and can have a max capacity of 10 rounds. (they dropped the stupid ass micro-stamping requirement recently which is why you are starting to see more additions to the roster as of late)

OR you can buy an off-roster handgun private party from military/LEO for an absurd marked up price since none of the "Gun Safety" laws apply to them.

Unable and unwilling are different stories. Unwilling, I look at it the same way I look at St. Louis residents complaining about rampant crime. You vote for it, repeatedly so cry to someone else.
