That’s Rik Mayall. The Young Ones, a British comedy show from the 80s. Also starring Ade Edmonson, both of whom had a previous show called Danger Brothers, which was also very funny. Mayall got some mainstream US popularity as the star of the movie Drop Dead Fred, which seems to be where this picture is from.
