Well being a former programmer, I can tell you that programs are written to the specifics of what the user (SA in this case) required. If the merger of two posts wasn't specified on what course of action should be taken, then yes, the programmer would code it the way he/she saw best, or it just flowed into the code that processed "merger of duplicate posts" that way. If the user, wants this changed a request to the programmer(s), can be made to rectify the issue.
 
I find that users seldom know what they want and settle for something off the shelf.
Most likely 90%+ software is off the shelf. Most can't afford to have user specific
software.

I can see that for small operations, but I would think SA would have the budget to design what they want. But I'm new to the forum world, so perhaps that's the model most follow. Thanks

You would think so, but, I worked for a Fortune 5 company and most all the software was off the shelf cause
it's way cheaper. May be a few little tweaks to it, but pretty much off the shelf.
