Hellcat Factory Magazines Question

Just took notice of 2 factory Hellcat 13 round magazines. I never used them as of yet but noticed on the rear of the mags there is a black tab I am assuming the bottom of the base plate that comes out and goes up to the witness holes marked on the mags. Since I never used these magazines before is this how they come from the factory with the black tabs protruding out ? or is it a factory oversight and the base plate needs to be removed and the tabs slid inside the mag tube ?

The baseplate removal springy (technical term) things are not set in place... poke something into the hole on the bottom and wiggle around a little till they set in place and the black thing will retract down to about 3/16"
 
Geez, not the way any of mine are. I prefer the 13 rounders and use them a majority of the time and have bought a few more and none look like the first ^ post, all look like the ones Annihilator posted.
I live in the California part of America. I can't buy 13 rounders.

It sorta explains why those two magazines in the above pictures are different.

The handle on the Hellcat isn't very big. The added length in the longer magazine isn't a bad idea unless you really want to make a Hellcat smaller.
