Economics 101, UW-WC circa 1987...when 30% of a market's goods disappear at once, it takes time for the other sources of said goods to ramp up to fill the gap. That time gap is "the shortage".

We could argue about LC providing 30% of the market...I just read that somewhere, cannot cite (and wouldn't if you wanted to bicker).
