Also, why can't the mayor and council just repeal it?

They all limit or deny cooperation with federal immigration enforcement. Ironic since they claim that Missouri's SAPA law is constitutional overreach even though all it does is deny cooperation with enforcing gun laws that are unconstitutional and/or not already state laws.
