Rumor Has It that in the early 60s at either Fort Knox or Fort Campbell the locals were treating GIs poorly in town. So the post Commander put the entire town off limits to the Post and let the people in the town see just how much of an economic impact the post had.
The story goes on to say that it wasn't too much later that the Town Council was begging the commander to let the GIs come back to town and when they did they were well treated.
