trump should pull some anti trust type maneuvers on department of homeland security
split FEMA and Secret service out of DHS, along with a few others

FEMA should be its own entity, and not allowed to move anything but for disasters, but be able to have agreements with DOD for logistics during severe need like now.

put USSS, under DOD umbrella , with assets from all branches to support when required like it is now
