If the IDF wanted to ruin people's life, they would be knee-capping them with 7.62mm.
I suspect the IDF was firings on concrete in front of the riot, attempting to make ricochets, to cause less than lethal leg wounds for the described effect. Knee capping probably became a little hyperbole about the tactic.
If, and that is a big if, .22lr hits you in the muscle of the leg and does not open an artery, you'll likely have a minor wound that would take you out of the rioting. I knew a guy, as a teenager was not to smart or mature, that managed to shoot himself in the shin with .22lr playing around with his firearm, while camping. He didn't even bother cutting the camping trip short and instead dug the round out with a knife.
Keeping in mind that poking a hole in anyone carries the risk of death. My take on .22lr, if you shoot to wound, you'll end up killing the person, you shoot to incapacitate, you'll end up just pissing the attacker off....
I'll stick to, never shoot to wound, and use a round that will more likely incapacitate.
That is not a criticism of the IDF, I've been there and spoke and trained with IDF, they are dealing with some total BS of demagoguery and agitation by the surrounding Arabs that hate them simply for being jewish. Riots crop in a moment nearly everywhere. The surrounding Arabs have been raised on lies and blood liables against Jews, it just takes one agitator to whip people up into a frenzy, and they are rioting and attacking a some poor 4 IDF soldiers guarding some warehouse. I can see shooting .22lr ricochets into the crowd hoping to quell the riot and not kill anyone.
