Imagine that - put the responsibility on the GOVERNMENT, to prove a citizen is NOT eligible, as opposed to putting the burden on the citizen to prove they ARE eligible.

I love the idea, but I'm gonna hazard a guess that it gets precisely zero traction. Pure speculation, of course.
