navy e7 you test and then a board of your peers looks at your records, you are not there
its up to you to have them ACCURATE
e8 and e9 are board chosen based on vacancies etc and your RECORD after you make E7... you can get early promoted, at 2 years in grade vice 3, ...3 is not a GIMMIE
you earn it
but its nice to get the early promote


they need to go after a certain vp candidate now like yesterday
 
In the Air Force you tested for E-7 and was promoted if scores were high enough. After that I believe you went in front of a board and they also looked at your files. Really don't know I refused to go any higher.
I think I would be a better system for the Army to adopt. You have to prove your qualified first and then they do DA selection. But the entire time I was in the Army nobody ever asked me my opinion on how things should be run and I don't think that's going to change anytime soon.
 
and not sure how other services do it
but navy special ops guys and maybe gals SEALS
if they pass the test for their MOS or rating they get promoted and those numbers do not go against the fleet numbers for persons in those MOS or ratings fields, the seals only have an MOS or rating, they are only given MOS so they have something to BILL for and account for numbers of service men
then pass the e7 test, and get promoted unless the evaluations are bad...which does not happen often
