I'm guessing they are inundated with these rebates right now. And honestly the longer they keep their money, the more money they make off it. I have heard it ( here even) referred to as a scam. I disagree. It's still free money, you just gotta wait a long time for it.
I just got an email from Top Gun Ammo. Not someone I normally buy much from, though I have. Their prices are right in line with what they have been for the last 6 months or so. $240-ish/ 1000 9mm. $8/box of M193. They pretty much only stock garbage shotshells, but.......
