Of course the criminals come here. In South America, where most of them come from, if the cops catch you, they first will beat the hell outta ya, but then they throw you in a dirty, stinking hole of a prison to rot with little food and almost no medical care.
If they get caught here, they might get a slap on the wrist. If they do any jail time at all, they're still living much better than they were where they came from.

The real problem is that Mexican authorities are also complicit in this problem as well. The human smuggling from the cartels all the way up to the top down there is out of bounds. Yet this administration and the next is not going to be able to stop it any better than they stop the drug flowing across the border.
