Rock Island Arsenal only made 1903's, ending in June 1919.Sorry, I mis-posted earlier....one of the 03A3 rifles locally is a Rock Island Arsenal...
A3's were only made by the US-govt. Springfield Armory, and Smith-Corona.

Sorry, memory escapes me. There were 5 in one cabinet, looked at 3 up close...both 03's and 03A3's were there. The Rock Island model was in the best condition, although I do not have the skills to identify all parts as period-accurate yet. I can say the barrel on the RIA was 1942...so like most military rifles from that era, it went through an armory and was Frankenstein-ed.Rock Island Arsenal only made 1903's, ending in June 1919.

Springfield & Rock Island 03's were used in WW2 being left over from the WW1 production and used until the M1 Garand & A3's became available.I can say the barrel on the RIA was 1942...so like most military rifles from that era, it went through an armory and was Frankenstein-ed.
I have a few months of research to do before dropping $2k on a 100-year-old bolt gun that I intend to shoot...all the 03's I saw had the ladder rear-sight, the A3's obviously all had a peep, although there were 2 different types of peeps I saw mounted. I need to research the new after-market components from Franklin (and maybe others) to know what I'm getting into. I want to avoid paying $2k for something that is chock-full of new after market components that should only be $1200.Springfield & Rock Island 03's were used in WW2 being left over from the WW1 production and used until the M1 Garand & A3's became available.
Not seeing the 03 in question, if it has the 03 ladder rear sight then its definitely that. Springfield also built some 03's as the 03A1 variant until 1939.
If it has the A3 configuration then left over barrels from WW1 and the interwar years where used, as you say by the armory to rebuild/build early Remington or SC A3 before new barrel production ramped up.
And alot of rifles went through arsenal rebuilds after the war was over.
BTW - I stand corrected above that Springfield Armory made A3. They didn't and SA stopped 03 production in 1939. Only Remington & Smith-Corona made A3s, but Remington made ~348,000 03's in 1942 before switching over to the A3s in the same year.
