I am looking to purchase an AR15 .223/5.56 not low priced but not high priced. What should I be looking for? Like barrel type material and receiver material type, mfg.

Look at the Palmetto State Armory (PSA) line of ARs. PSA makes their own ARs and offers a nice line of ARs in various configurations.

16" is the minimum legal length without a pinned flash hider or muzzle (brake) device. A pinned 14.5" barrel makes a nice manuverable length.

Barrel twist either 1:7 or 1:9. 4140 and 4150 are common steels with the FN hammer forged being the best (PSA offers those. Chrome-lined barrels are traditional although nitrided (cheaper) are very good especally for a economical AR.

Receivers are pretty much standard aluminum alloy for everyone, except for some exotics.

Try to get a nice trigger & PSA offers some upgrades there.

I have used PSA-sourced parts when building ARs so they're GTG, and PSA is fairly close to your area.

Complete rifles:

Adams Arms VI Witch Doctor.
IWI Zion.
Both in the $700-$800 range.

Some minor assembly required:

Upper from Aero Precision and a stripped lower from Anderson.
Upper from Bear Creek Arsenal and a stripped lower from Anderson and with the extra money buy a BCM Bolt Carrier Group and a nice trigger.

Note, when you buy a stripped lower you're looking at spending a couple hundred more on a lower parts kit, a stock and buffer assembly, but you get to pick your parts. Nicer trigger, grip you like, stock you like, etc..

A . 223 Wylde chamber is a hybrid rifle chamber designed to allow barrels to safely fire both . 223 Remington and 5.56×45mm NATO ammunition. While the cartridge dimensions of both rounds are the same, 5.56 NATO loads produce pressures in excess of the commercial .223 Remington.

Note: If you get on PSAs email list they have regular Daily Deals with complete lowers (serial numbered & FFL paperwork required) and complete uppers (you can order & have delivery to your home) so when you decide on a configuration you can set-up the lower with a barrelled upper that you like, and often at a lower price if they come up as Daily Deals.

I have a .223 Wylde I built with a Bear Creek Arsenal side charging upper ( they now offer dual charging by the way). It's a pretty nice upper. I think I paid just over $200 for it.
 
Don't buy a lower with a brace on it. They will likely be regulated into the NFA category this fall by the current administration.
 
Tombstone Tactical and Buds both have Colt ARs, Smith & Wesson, and Ruger in stock. The Colts is more expense, but the other two bands are priced in line with what you have indicated. Don't wait!

Is there a carry handle that could be installed on this? What kind of cost?

Note: The blem is cosmetic & one that I got I couldn't find the blem. The first time you shoot a new gun it becomes a blem when you get a brass kiss on the deflector.

Seperate purchases on the upper + carry handle, and the lower (FFL)

Pop open the from pivot pin to align with the upper pivot pin hole, close up & push the rear pin in, attach the carry handle and your GTG.

Note: things can go out-of-stock with any brand including PSA.

If you want an optic for either the flat-top or on the carry handle that's a seperate discussion.
